Chapter 13 - The Meeting Where Every Alliance Finally Broke

The first rule of surveillance is not to become part of the event.

Khloe broke it within ten seconds.

She and Maya were still in the crawlspace when smoke began pushing through the ventilation grille. The gunshot below had been followed by an electrical alarm, then a second shot.

Sofia's voice came through Khloe's earpiece. "Thermal shows one person down, two moving to rear exit, two toward main hall. Perimeter guard coming your direction."

"Who got shot?"

"Can't tell."

Khloe removed the microphone and handed it to Maya. "Get the recording out."

"What about you?"

"I'm taking the long way."

Maya grabbed her sleeve. "That's a phrase people use before doing the short stupid way."

"Then don't quote me."

Khloe dropped through an access hatch into the unused inspection garage.

The perimeter guard entered seconds later, pistol raised. Khloe stayed behind a concrete pillar until he passed, then struck his weapon arm and drove him into a steel cabinet. He recovered faster than Victor's freelancers at the icehouse, turning with a trained elbow that caught her shoulder.

Federal or former federal.

He swept her leg. Khloe hit the floor, rolled as he fired, and kicked the cabinet door into his knee. The pistol slipped from his hand.

She reached it first.

"Face down."

He froze when he saw his own weapon aimed at him.

His badge identified him as HSI Agent Lucas Brenner.

"Keene's team?"

Brenner said nothing.

"Good talk."

Khloe took his radio and zip-tied him to a pipe.

Through the connecting corridor she heard someone running.

Gabriel appeared around the corner with blood on one sleeve.

Khloe aimed.

"Stop."

He did.

"Whose blood?"

"Keene's. Victor shot him in the shoulder."

"Where's Victor?"

"Taking the ledgers through the rear."

"And Keene?"

"Alive. Angry."

Khloe kept the pistol steady. "Why shouldn't I leave you both here?"

Gabriel's composure cracked for the first time since she met him. "Because Victor has the originals that make Lorenzo look like Shepherd. If he gets them to a prosecutor before our recording reaches anyone, the story becomes harder to unwind."

"Our recording?"

"I assumed you were listening. That's why I kept him talking."

Khloe stared at him.

"You knew?"

"Lorenzo's father taught me to notice cameras. You and your friend were less subtle than you hoped."

"You could've exposed us."

"I needed Keene to say it aloud. So did you."

Another gunshot sounded.

Gabriel ducked instinctively.

Khloe saw genuine fear.

"Move," she said.

They found Keene behind an overturned desk in the central room, one hand pressed to his shoulder. His weapon lay several feet away. A second agent was down near the wall, breathing but unconscious.

Keene looked at Khloe and laughed bitterly.

"Of course it's you."

"You framed Reeve."

"You have no idea what you're listening to."

"I listened to you plan to frame Lorenzo too. Context should be entertaining."

Keene's face tightened.

Gabriel moved toward a side door.

Khloe pointed the gun at both. "Nobody leaves."

"Victor has the ledgers," Gabriel said.

"Maya has the recording. Sofia is sending copies. The ledgers can travel."

Keene looked at Gabriel. "You set this up."

"No. Victor did. I simply realized he was too vain to believe anyone could hear him confess around the edges."

Keene reached slowly toward his jacket.

Khloe aimed at his hand.

"Try it."

He stopped.

Lorenzo and Thomas entered from the rear corridor with Sofia's private security behind them. Lorenzo's eyes found Khloe first, then Gabriel, then Keene.

"Victor?"

"Rear exit with the ledgers."

Thomas radioed Dominic's team outside.

A vehicle engine roared beyond the building.

Dominic reported a black SUV breaking through the south gate.

Lorenzo wanted to pursue.

Khloe caught his arm. "Recording first."

He looked at her, frustration fighting reason.

Then he nodded.

That choice mattered more than she expected.

Those twenty minutes were longer than the gunfight. Keene sat against the wall with a pressure bandage on his shoulder and tried three different versions of authority. First he ordered Khloe to release him. Then he warned Lorenzo that detaining a federal agent constituted a felony. Finally he addressed Gabriel as if the two of them were still negotiating.

"You know what happens if that audio gets out," Keene said. "Every protected source in Aster gets exposed."

Gabriel gave him a tired look. "No. That's what happens if idiots publish the archive. The recording exposes you."

"It exposes all of us."

"Some of us were already exposed by our own choices."

Khloe listened carefully. Gabriel was not confessing from conscience. He was repositioning. Even cornered, he distinguished between crimes he could survive and secrets he could trade.

Sofia arrived before the federal oversight team and immediately separated the evidence. Maya's original audio device went into one bag. A bit-for-bit copy went onto two encrypted drives. One stayed with Sofia. The other was transmitted to the inspector general office through a secure legal portal.

"Why so many?" Lorenzo asked.

"Because we've watched arrest records disappear, body-camera files get buried, and warrants get edited," Sofia said. "Redundancy is my love language now."

Khloe looked at Maya. "You okay?"

Maya's hands were still shaking from the crawlspace. "Ask me after my invoice clears."

"Double it." Lorenzo said.

Sofia pointed at him. "Do not casually authorize payments in an active corruption investigation."

"Fine. You double it."

"Happily."

Keene watched them with contempt. "You think this little circle is clean? Capello has paid cops for years. Reeve mishandled sources. Rinaldi built the lanes. You're standing in corruption and congratulating yourselves for finding mud."

Khloe crouched in front of him. "No one here said clean. That's your trick—if nobody is perfect, then nobody gets to judge anything. Owen didn't need to be perfect to know you were selling government access. Lorenzo doesn't need to be innocent of everything to help prove what you did. Reeve can be wrong about source protection and still be framed for murder. Facts don't cancel each other because you prefer one story."

For the first time Keene had no immediate answer.

The inspector general investigators entered to hear the final sentence. Nand, whom Khloe had not yet met in person, introduced herself and read Keene his rights after reviewing the audio and the emergency authorization from Washington.

Keene asked for counsel. The performance ended.

They secured Keene and his agents until local police arrived with Sofia's detective and, twenty minutes later, two investigators sent directly from the Inspector General's Washington office. Sofia had forwarded the audio before Khloe dropped through the hatch. The outside team had moved faster because Keene's own arrest warrant for Reeve was already under emergency review.

Keene tried to claim the conversation was an undercover negotiation.

Gabriel smiled at him. "Then I'm sure your operation plan will be easy to produce."

It was the first time Khloe enjoyed Gabriel's arrogance.

The inspector general investigators seized Keene's devices, Brenner's radio, the room's remaining documents, and the bullet recovered from the wall. They also placed Gabriel under temporary detention as a material witness after Sofia informed them of the Matteo tape.

Gabriel did not resist.

"You planned this," Lorenzo said to him before agents led him away.

Gabriel looked at his godson. "I planned to make Keene admit enough to survive. I did not plan Victor shooting him."

"Did you plan Owen?"

Gabriel's eyes changed.

"No."

"Did you know Victor killed him?"

A long pause.

"I knew afterward."

Lorenzo stepped closer. "And you protected Victor."

"I protected the network because if Aster fell then, your father's books fell with it. You were twenty-eight and your name was on half the companies."

"Stop saying you did it for me."

Gabriel's face tightened. "You think motive has to be pure to exist? I loved you. I also loved power. Both were true."

The answer landed harder than a denial.

Lorenzo stepped back.

Gabriel was taken away.

At 2:10 a.m., Sofia received confirmation that Reeve's emergency hearing had been moved forward. The government attorney assigned outside Keene's chain informed the court that material omissions and evidence-integrity issues undermined the warrant.

At 2:26, Reeve was ordered released pending review.

Khloe drove with Lorenzo to meet him.

Reeve came through the detention center doors carrying a clear plastic bag with his belt, wallet, and shoelaces. He looked furious and exhausted.

Before Khloe reached him, a public defender who had stood in for Sofia handed Reeve a copy of Vale's sworn statement. He read the first page beneath the parking-lot lights. At the line confirming the undercover payment, his shoulders sagged. At the paragraph naming Keene, he stopped.

"She believed me enough to preserve this," he said.

Khloe shook her head. "She believed the evidence enough. That's better."

Reeve folded the statement carefully. "You're right."

He told them that Keene had visited the holding area personally before the emergency hearing and tried to persuade him to sign a cooperation proffer identifying Lorenzo as Shepherd. Reeve refused. Keene then suggested Khloe might be charged if Reeve did not help clarify her role in the restaurant shootings.

"He used me as leverage," Khloe said.

"Tried to."

"Did you tell anyone?"

"My temporary lawyer wrote it down. Time, exact words, witness name."

Sofia would be proud. Even exhausted, Reeve was learning the same lesson as the rest of them: memory was vulnerable; records fought back.

Khloe hugged him before she could think about whether she should.

He froze, then returned it.

"Marjorie?" he asked.

Khloe pulled back.

His face answered before she spoke.

"She died after giving a sworn statement. She cleared the undercover payment. She named Keene as a suspected internal actor."

Reeve looked toward the dark parking lot.

"Did she say anything else?"

"She said she owed you an apology."

He swallowed.

"She already gave me one. I just didn't recognize it."

On the drive back, Sofia called with worse news.

The Capello ledgers were not the only things Victor took from Calumet.

A laptop recovered from Keene's vehicle showed an encrypted chat. Victor had arranged a second exchange before fleeing.

Buyer unknown.

Item description: EVIDENCE PACKAGE + E.

Khloe frowned. "E?"

Reeve, listening on speaker, went rigid.

"Asset E. Owen."

"Owen's dead."

"Then evidence package plus Evans."

Khloe's stomach dropped.

Her first thought was Denise.

Sofia answered before she asked. "Your mother is safe. I just confirmed with the guard team."

Lorenzo said, "Then which Evans?"

Khloe looked at the date on the chat.

The exchange had been scheduled before Victor tried to kidnap Denise.

Maybe E did not mean a person.

Reeve leaned forward. "Owen used E for evidence when he wrote quick notes. Evidence package plus E could mean a second evidence set."

"Where?" Khloe asked.

Reeve shook his head.

Then his phone rang.

Sofia.

Her voice came through strained and low.

"I need you to listen without interrupting."

A man's voice spoke behind her.

Victor.

"Tell Lorenzo I have his lawyer. And tell Khloe I have the part of Owen's file she hasn't seen."

The call ended.

Reeve stared at the dark phone screen. "He wants us moving emotionally, not carefully."

Khloe was already pulling on her coat. "Then we do both. We move fast enough for Sofia and slow enough for evidence."

May you like

Lorenzo picked up the duplicate case. "For once, that sounds like a plan nobody in my family invented."

Nobody laughed, but the fear loosened enough for them to think very clearly again.
