Chapter 5 - Eyes in the Mist

Frank Gallagher sat on the metal bench inside the van, weeping openly into his calloused, grease-stained hands.

"I stood by that river for three days, Rosalind," Frank sobbed, looking up at us in disbelief. "I watched the divers drag that empty SUV out of the mud. Garrett Vance told the entire shipyard that you drowned trying to save your paralyzed brother. He fired sixty senior union mechanics yesterday morning, bringing in private armed security guards to lock down Drydock 4!"

"Why Drydock 4, Frank?" Tobias asked, leaning over the tactical map.

"A massive, unmarked Panamanian cargo vessel called The Black Star slipped into the outer harbor at 4:00 AM under emergency quarantine flags," Frank revealed, his voice turning low and grave. "Garrett ordered our veteran crane crews off the pier. His private security detail has been loading twelve heavy, sealed shipping containers into the lower drydock facility all morning."

"What's inside those containers?" I demanded.

"Stolen aerospace missile guidance systems and high-grade titanium turbine components manufactured at the naval yard in Norfolk," Frank whispered. "Harrison Vance negotiated a ninety-million-dollar arms transfer with a black-market syndicate. The Black Star is scheduled to cast off at midnight the moment Garrett signs the ownership transfer papers this afternoon!"

"They're using our family shipyard for international arms trafficking," I said, my fists clenching until my knuckles turned white. "If that ship sails under the Vanguard flag, our family name will be branded as international war criminals."

"That ship isn't sailing anywhere, Frank," Tobias said, pulling up the harbor authority's digital infrastructure network on his terminal. "Because Rosalind and I still hold the master administrative encryption keys to the Port of Baltimore's automated hydraulic sluice gates."

Tobias tapped his keyboard with lightning speed.

On the monitor, the digital schematics of Vanguard Shipyards flared blue:

Drydock 4 Hydraulic Flood Gates: LOCKED & REMOTE CONTROLLED.

Sub-Harbor Anti-Terrorism Sea Barrier: ACTIVE.

Automated Crane Grid: BYPASSED.

"With a single keystroke from this van," Tobias explained, "we can drop forty thousand tons of sea water into Drydock 4, trapping The Black Star in four feet of solid river silt before her propellers can even engage."

"And what about Garrett?" Frank asked, looking at me with fierce loyalty. "What do we do about the monster who tried to drown you?"

I looked at my reflection in the dark glass of the van window.

The naive, trusting woman who had poured Garrett coffee every morning was gone forever.

"Frank," I said, my voice smooth, steady, and terrifyingly cold. "At 1:45 PM, I want you to assemble every single veteran shipyard worker outside the Vance Corporate Tower on Pratt Street. Tell them to bring their union banners."

"And what will you be doing, lass?"

"I’m going to my husband’s probate reading," I smiled. "It’s time to show him that some ghosts don't stay in the river."
